The New Port Order: What the NPERA Act 2026 Means to You
Join Akabogu and Associates to unpack what the Nigerian Ports Economic Regulatory Agency Act, 2026 changes, who it empowers, and what your next compliance and commercial moves should be.
Programme
The president of Nigeria assented to the Nigerian Ports Economic Regulatory Agency Act 2026 on 13 August 2026. The Act repeals the Nigerian Shippers’ Council Act, creates NPERA as the dedicated ports economic regulator, and introduces binding tariff bands, mandatory filing of charges, entry and search powers as well as administrative penalties, blacklisting and a 1% freight fee on imports.
Akabogu & Associates invites you to a virtual industry webinar on “What the NPERA Act Means to You”. Scheduled for the 13th October 2026, the session will answer the question stakeholders are asking now: What does the NPERA Act 2026 actually change for my business, and what must I do now?
The programme is built around eight key questions in five clusters:
- what NPERA regulates and where its remit ends
- whether the s.29(1) exclusivity clause is ultra vires against NPA and NIMASA
- whether NPERA can rewrite tariffs and override concession agreements
- who pays the 1% freight fee and what it does to landed cost
- who must register, at what cost and what happens if they do not
- NPERA versus the FCCPC in port competition matters
- NPERA’s enforcement powers and the rights of appeal
- the transition from the Shippers’ Council and what stakeholders should do now
